It's not high priority, just a nice feature, especially for campaigns as it's not possible.
With "Timed Event", the player has to modify each map (there are already hundreds maps for Heroes 2) to change the values, not very user friendly.

Basically this should be a "game" setting completely independent from the scenarios and should act before the player launch the scenario he want to play, otherwise nothing changed.
The goal is to change the resource values before to launch a scenario and without the need to manually change this for every scenario already created for Heroes 2.
When a player choose a scenario to play, he can select the game difficulty (easy/normal/hard/expert/impossible), this choice change the AI behavior (and the AI resources) and the player resources.
What would be nice is to allow the player to choose the "AI level" (AI behavior and the AI resources), independently from the "Player resources", separate the 2 settings.
