These are different bugs for me.

The top of the hero's sprite cut off is tied to the graphics display priority.
Which graphic part should be displayed over and which graphic part should be displayed under, and the top of the hero's sprite is never shown when the view is changed.

In the case of the sawmill it's different.
Sometimes it's displayed, sometimes it's not and/or it's intermittent when the view is changed or when the hero is moving.

The top of the hero's sprite cut in the first image is a coincidence and has nothing to do with the sawmill bug.
It is the flag of the sawmill that you have to look at.
