[H3SW 0.8.1] Tax Lien bug and others

Tax Lien allows player to get into negative gold. When such thing happens an annoying warning keeps popping up every turn.

AI picks up bad artifacts (fizbin etc.) laying on the ground - probably because of them being marked as treasures.

Lord Halton (knight) starts with a magic book and Prayer spell.

Map Brave New World (both of them) bugs:
unreachable artifact on [18, 49]
quest given by a seer on [96, 95] cannot be completed because minotaur kings on [89, 73] drop Enchanted Hourglass instead of Snake Ring
also the other seers seek artifacts which are not banned in map specs, so they can be found or bought.

I have a slight feeling that there might be something wrong with order of units getting their turn after waiting. I'd better start writing when exactly such things happen, so I have a proof of either the bug or me being an idiot.

Please make each report in a separate thread next time. It is much more convenient to troubleshoot and keep record of already fixed bugs.

Currently, cursed artifacts don't have their own class (ART0) with a custom mechanics, so they are temporarily placed to Treasure artifacts (ART1). This is why you can get a cursed artifact at start, too.
This is, however, a some kind of feature too, since we would want the AI to toss up "bad artifacts" to the player when they do not expect it. There would be completely no reason to pick up any of those artifacts on the Adventure Map.

This is a feature. Like Ruby, Lord Halton is a knight with a spellcasting ability. We might change this later though.
The idea for Knight and Barbarian was to have 2 of 16 heroes with a magic book, based on their exterior and in order to get more diversity.
