About the tribals on random maps, I am not entirely sure, but it has been reported several times and I experience it myself too.

I think it's a holdover from Heroes 3. I just remembered that the HoMM3:SOD map generator had a fondness for gnolls. If the tribal replaced the gnoll in the unit lineup, then I expect it would favor tribals as well.
