AI bad at creating/using shipyards/boats ?

I've been playing a pol map in v1.0.2 and the AI has had 3 castles with capability of building a shipyard for almost 100 turns now and it's the only way to get to the enemy and none of them has built a single ship. They have large armies just jumbled up together running around aimlessly on a tiny part of the map and absolutely refuse to build even a single ship to go out and start exploring the rest of the map. I have even given multiple different AI (allied with me) weekly gifts of 30-60 wood, per week, for a few weeks now and still nothing.

Hi. Could you, please, provide a save file for this issue? AI has an ability to build ships. Probably he's more interested in building other structures in castles first. I'm pretty sure, once AI builds shipyard he definitely would create boats.
