[1.0.2] AI permanently blocks waygate, won't move

For the last 6 turns in a row, blue AI has just stayed put without moving these 2 heroes on top of this waygate, permanently blocking me from getting off my main island:
(note blue is allied with you so you can't attack them to remove the heroes)
