I disabled all ad-blockers and it doesn't change anything. This is the first time this has happened.

The Administration Board is open to anyone, because this forum is for anyone who likes Heroes 2. So, any request to change/add/modify anything should be posted here. And also, problems such as the anti-flood protection that you just met.

Okay, I just found something. The minimum delay between 2 different messages is 10 seconds. I can't put less than 10 seconds. Do you get the spamming message even if you wait longer than 10 seconds?
I tried twice with at least two minute intervals between tries. It is the same.

So here are my thoughts: Your Mozilla Firefox just updated and don't display the google's captcha. (blocking the js) The source code you shown me may have already been altered by a script, a plugin, an addon, or firefox itself. Why the anti-spam blocks a real user from posting new topics?..
Solutions... If you post it with another Browser, it could works? I just "refreshed" the rules for the "Original Heroes 2 Bugs" subforum. But I think this isn't the solution. I hope it's just Firefox that made another mistake...

Okay, it worked with Chrome. The captcha appears in Chrome.
FYI, I use a portable version of Firefox, which cannot be upgraded without my consent. I find Chrome as slow as a potato, and I only use it very rarely, because using it it's working for free for GoutGueule.
I'll try with Firefox tomorrow, I have to quit, bye.

I am happy your problem is resolved. ...as long as you let 10 seconds between any messages.
I feel Firefox as slow/heavy as Chrome... and as most of any "new browser" because they are all a modified version of Firefox or chromium...
Using some old versions could be fast/light. I sometimes did that, but css and html languages evolve each few years, adding new possibilities... Did you find a way to use an old version (of Firefox) that can read up-to-date html/css?
html/css is the language the browser has to decode. js being usually decoded by an external program. (java runtime or so)

It has been working well so far (without the appearance of the spammer's message). Never had a captcha on the Forums of Enroth before this. And javascript is enabled in Firefox.
The version of Firefox I use: Firefox 79.0 (64 bits).
I rather think that GoutGueule is blocking access to its captcha for Firefox, they are vicious.
Also, why bother the user with this crap captcha, it's the bots to target, not the user. Either way, it is no longer effective and can be easily bypassed, it just pisses the user off. Wouldn't this be the time to take that crappy captcha off?
Today I added a new message from Firefox without problem and without the appearance of the bug with the captcha. Hopefully it will continue this way.

I think they would never do that. But by experience, since few years, sometimes Firefox releases some new bugs there and there. This forum seems to have a lot of little scripts, so maybe it was just "heavy" for your computer?

Too bad you can't remove the captcha. Hopefully he won't show up again.
