Such as movement points, or one of the seven resource types including gold, ore, wood, gems etc.

I like it.

Dimension Door already costs movement points. You can also have things like creatures, artifacts, or even heroes as costs.

In the fheroes2 mod, I made Town Portal to cost almost a full day's movement, so you couldn't easily collect all your troops every day.

How is spell cost implemented/going to be implemented?

Right now, as in the original game, everything about spells is hardcoded in the executable. I haven't decided how I want to change things.
